Titan Labs says:

Based on feedback from our GG-3 users, we added more wetting agent so it doesn’t dry out in windy or hot conditions. We increased the amount of calcium degreaser and general degreaser, and colored it blue. Due to these additions, we lost some concentration, so one gallon (3.78 L) makes just over 500 gallons (1890 L) of ready-to-use solution. That’s only 60 ml per gallon of water (3.78 L), so in terms of cost, it’s still just a few cents per gallon of water. This is our best-selling glass cleaner.

Glass Gleam 4 is mainly used in regions with hard water.
